Dr. Stilwell is a diner located on Chau Sara,[1] and Mar Sara surface and space platform.[2] It functioned before the planet's purification in the Great War.[3]

Dr. Stillwell was a shop created in StarCraft: Remastered, replacing Wasteland and Space Platform structure doodads previously made nondescript by the game's low resolution.[3]
It is likely a reference to Pete Stilwell a senior producer of Classic Games.
The taller ad says "DINER" and "OPEN 27 HOURS".
