You may want to read the relevant articles. But in a word: partially (it's hard to see the utility of powered armour without some sort of computer in their somewhere.)

They have made an official statement about a possible fourth race and they said there isn't going to be one. However, the SC2 editor will support adding a fourth race if someone wished to make one for their custom content. As for the "best race," that is a question of opinion. It all depends on your play style and each race is (or at least is supposed to be) completely balanced compared to the other ones.
