Neural implants are terran technology used to regulate the aggressive tendencies of marines and firebats; part of the package that comes with neural resocialization. These implants prevent soldiers from turning on their superiors, and allow them to be tracked.
Similar technology is used by the Ghost Program to control their agents, namely in the form of aggression inhibitors.
The Terran Dominion implanted all ghosts with neural implants in order to keep track of them, and possibly to reduce their psionic power. They are ingrained very deep into the brain, and removal of the implants is a dangerous and difficult process.[1]
