In a September 2008 build of StarCraft II, the observer did not require an observatory to build, making it available earlier in the tech tree than in StarCraft. It was upgraded at the null circuit.[1]
The observer's surveillance mode ability was introduced to offset how observers were often sent alongside the rest of a protoss army with the use of the "F2" command when the player wanted them to remain in place.[2]
