::There is no actual explanation. Much in the same way Zeratul's survival would drastically changes the course of the war, Co-op is not canon, they made him to fit with the commander fantasy and not to fit into any greater Co-op timeline. Given a number of maps mention Valerian as Emperor, there isn't really a way to rectify two Emperors without some serious stretching of established material. I doubt Valerian in his "fairer Dominion" would be keen on allowing his father to conscript Dominion citizens and send them into the meat grinder.

How Mengsk can end up as a commander

While it's easier to explain other commanders, it's not easy to explain how Mengsk could possibly be among commanders. But as I was reading Mengsk quotations, I saw the last one of the pre-last box (of Imperial Witness messages). Do you think that's actually a clue to the truth?

There is no actual explanation.
