Tosh's Goons are a mercenary organization led by Gabriel Tosh. They were creating spectres at the Avernus Station using terrazine, jorium and a psionic waveform indoctrinator.[1]
History
Gabriel Tosh
Plot branch : Raynor's Raiders side with Nova against Tosh (B canon)
Raynor's Raiders reneged on previous cooperation with Tosh and helped Nova, a Terran Dominion ghost, to shut down the Avernus Station operation.[1] Afterward, Tosh was assassinated by the ghost.[2]

Notes
They had access to battlecruisers and thors, and kept ultralisks captive at Avernus.[1]
