Vulcan is a terran spectre and cybernetic construct who worked for Project Shadowblade, and the first spectre ever created. His body was ravaged by an attack from the zerg, but he was saved and revived via electronics, though it left him a brain in a machine. His telekinetic skills are unmatched, and he possesses some form of mind control. He had a booming robotic voice.

Vulcan fought Nova and the two Nerazim Solar'a and Aura'Khan in the spectre base on Char. Though he wounded Solar'a, she and Aura'Khan merged into a dark archon to oppose him. Together with Nova, they were able to kill Vulcan.
