Watkins was a guard working for the Moebius Foundation at the Revanscar facility. He was in charge of security cameras for Sector Six.
He expressed romantic interest in Lieutenant Zimmerman of Brute Squad, and ate meals with her in the facility's mess hall. He told her of the psi-screens the upper staff at the facility would wear, as well as his shift schedule. Later, when Brute Squad needed to access the Black Wing of the facility, Zimmerman distracted him while Bekkins slipped sedatives into his drink, letting them access the wing without raising alarm.
